Please write a brief summary of the report the Committee is submitting to the Senate:  The Committee met on January 29 and February 12, 2003, at which time we reviewed and discussed some previous and several new proposals; some of these will come back to committee for further review.  Nine proposals were approved for circulation and have been circulated with no objections; these proposals are being reported for informational purposes only. See Appendix APRC I, below.  Do you anticipate making a formal motion relative to the report?  No  If so, state the motion:  If substantive changes in your committee recommendation are made from the floor, would the committee prefer that the matter be sent back to committee for further consideration?
