The Academic Standards Committee discussed the issue of the minor requirements for students who change majors.  According to the current Undergraduate Bulletin (p. 37), such students are to meet the graduation requirements of the catalog in effect at the time of the change.  The committee believes that, given that an exception to this rule is made for General Education Requirements, a similar exception should be made for minor requirements.  The current and proposed new text for the relevant section of the Undergraduate Bulletin (p. 37, Catalog of Entry) are attached See Appendix ASC I, below.

If so, state the motion:  Unless the minor is specified by the new major, a student who has been in continuous enrollment and changes majors can use the minor requirements under any catalog during which he or she has been in continuous attendance.

APPENDIX ASC I

PROPOSED CATALOG CHANGES

The Academic Standards Committee recommends the following revision to the Graduation Requirements found on page 37 of the 2002-2003 Undergraduate Bulletin:

Old text:

Catalog of Entry

Each undergraduate student entering Youngstown State University is entitled to a copy of the Undergraduate Bulletin.  This catalog or any one subsequent catalog will be the guide to graduation requirements, provided the student is in continuous attendance and does not change majors.  When a student changes majors, the guide to graduation requirements will be the catalog in effect at the time of change or any one subsequent catalog.  Readmitted students will use the catalog in effect at their last readmission or any one subsequent catalog as the guide to graduation requirements.  Any exceptions to requirements must be approved by the student’s department chair and/or college dean.  The University reserves the right to change course offerings and academic requirements.

New text (new wording in italics in second paragraph):
