October 7, 2005

Meeting Notes

 

Present: Tom Maraffa, Chair; Tysa Egleton; Lawrence Hugenberg; Holly Jacobs; Daryl Mincy; Elaine Jacobs, ex-officio.

      - Members introduced themselves and materials were distributed. E. Jacobs indicated that a student-athlete needed to be appointed to the committee.

     - T. Maraffa and E. Jacobs provided an overview of the committee’s task, procedures and schedule.  The objective for this meeting was to review Operating Principle 1.1 Institutional Control-Self Study Items 1 through 7.

           YSU Self-Study Item 1—Corrective Actions—YSU had none, making this item not applicable

           YSU Self-Study Item 2—Recommendations for Improvement

                   - The Committee reviewed the following documents:

 Recommendation #1

      - A letter from the NCAA to then President L. Cochran stating that YSU satisfied the requirements established by the previous NCAA certification committee regarding gender equity and minority opportunity plans.

 

Based on the NCAA letter, the Committee was satisfied that YSU responded to recommendation #1 and had provided a gender equity plan that projected at least five years into the future.

     
    
 Recommendation #2

      - Organizational chart  from 1997-98 

 

Based on the organizational chart provided, the Committee was satisfied that YSU developed an organizational plan and clarified where the athletics department fell into that structure. 

     
     
Recommendation #3

     - Minutes from selected Chairpersons and Deans meetings in which Intercollegiate Athletics are on the Agenda

 

Based on the discussion and the documents provided, the Committee was satisfied that the Chairs are updated about athletic department events at least once each semester.

 

      - Fall Update

      - Elaine Jacobs described other ways that the campus community is informed about intercollegiate athletics including participation in the Administrative Advisory Council; and the YSU Website.

 

The Executive Director is a member of the Administrative Advisory Committee which includes administrators from all departments on campus and meets twice a month. 

 

            YSU Self-Study Item 3—Plans for Improvement

 

      - The Committee reviewed a current organizational charts which showed that the Executive Director of Intercollegiate Athletics reports directly to the President.

 

Based on these items and discussion, the Committee was satisfied that YSU made non-required improvements since the last certification and placed the Department of Intercollegiate Athletics directly under the President. 

 

YSU Self-Study Item 4—YSU Board of Trustees and Intercollegiate Athletics.

      - The following were described to demonstrate that the YSU Board of Trustees is significantly involved in intercollegiate athletics and how decisions are consistent with those of other units.

      - The Executive Director reports quarterly to the BOT Internal Affairs Committee.  YSU Vice Presidents and other executive staff regularly report to appropriate Board of Trustees committees.  The publication “For the Record…” documented BOT actions related to Athletics.

      - The BOT approved the 2004-2010 Gender Equity Plan and reviewed the Intercollegiate Athletics Strategic Plan.  Major strategic planning initiatives are presented to the BOT for review or endorsement as appropriate.

 

Based on this discussion the Committee was satisfied that the YSU Board of Trustees  is informed and involved in decision-making related to Intercollegiate Athletics in a manner similar to other major units at YSU.

 

YSU Self-Study Item 5—Involvement of YSU President.

       - The Committee reviewed the Intercollegiate Strategic Plan. T. Maraffa and E. Jacobs described ways in which the YSU President is involve in significant decisions related to Athletics.

      - Reviewed and provided input to the Strategic Plan as he did with other major plans.

      - Meets regularly with the Executive Director in “one on one” format as with other members of the senior staff.

      - Interviews candidates for major coaching vacancies and provides input, as with other major hires.

      - Reviewed and provided input to Gender Equity Plan.

      - Tours Athletic facilities, as with other campus facilities.

 

Based on this discussion the Committee was satisfied that the YSU President is involved with major decisions related to Athletics in a manner consistent with his involvement with other major units.

 

YSU Self-Study Item 6—Decision Making Process

      - E. Jacobs and T. Maraffa described how decisions are made in intercollegiate athletics including consultation with athletic staff and coaches, the President, faculty athletic representative, advisory committees; drafting a proposal present to the Intercollegiate Athletic Council, and securing funding either internally or externally if necessary.

      - The Committee reviewed the charges of the Intercollegiate Athletics Committee and Student Athlete Advisory Committee.

 

Based on this discussion and materials the Committee was satisfied that the decision making process was appropriate.

 

YSU Self-Study Item 7—Athletics Board or Committee

      - The Committee reviewed the composition of the Intercollegiate Athletics Advisory Committee which includes faculty, staff, students, and community members.

 

The Committee was satisfied that the Advisory Committee was appropriately configured.

 

      Future meetings were set for October 17, 1:15 PM—Operating Principle 1.2, Self Study Items 1 through 4; and October 31, 1:15 PM Operating Principle 1.2 Self-Study Items 5 through 7.
