Meeting Minutes
Present: Tom Maraffa; Beth
Bartlett; Larry Hugenburg; Betty Jo Licata; Daryl Mincey; Katie Shea; Judy
Richards; Tysa Egleton; Elaine Jacobs, ex-officio.
- Katie Shea was introduced
as the student member of the committee.
- The minutes of the Oct. 7
meeting were discussed. Additions were suggested and agreed to. The
final version will be forwarded to Elaine Jacobs for posting on the web
site.
- The committee
considered the following items under Operating Principle 1.2 Rules
Compliance.
- Self Study Item
1—Corrective Actions
YSU was in substantial conformity and the first cycle identified no
corrective actions; conditions for certification; or strategies for improvement.
- Self Study Item 2—Institutionally developed recommendations for improvement.
Recommendation 1—Periodic compliance review.
Elaine Jacobs reviewed the history of the compliance review recommendation.
The current NCAA requirement is that a compliance review occur “once every four
years” by an outside authority.
The committee reviewed an NCAA document indicating the NCAA requirement
and cover letters verifying outside review by the Mid-Continent Conference(1998)
and Athletic Compliance Associates (2001).
Elaine Jacobs indicated that the Horizon League conducted an audit in September.
The committee was satisfied that YSU fulfilled the
recommendation regarding periodic compliance review.
- Self Study Item 3—Additional Plans for improvement since first cycle
certification.
YSU developed a plan to create more avenues to
educate staff, boosters, and the student-athlete to various NCAA rules.
The committee reviewed the following:
Example of weekly staff rules review that began August 2001.

Minutes of department staff meeting indicating rules review on
agenda.
- New
employee sign-off form indicating understanding of rules.
- Booster flyer indicating proper and improper actions of boosters;
and booster meeting agendas indicating rules compliance as a topic for
discussion.
- Agenda of Student Athlete Advisory Committee indicating rule compliance as a
topic.
The committee discussed if faculty/staff
should be formally informed about rules compliance and suggested at a one page Q
& A information sheet be distributed annually to faculty and staff.
The committee was
satisfied with the progress indicated regarding Self Study Item 3.

Self Study Item 4—Institutional control of booster
groups.
The committee reviewed the organization chart of the
Penguin Club, showing that the Executive Director of Athletics is also Executive
Director of the Penguin Club and the Penguin Club bylaws reinforcing the role of
the Executive Director.
The committee was
satisfied that YSU maintains institutional control of the Penguin Club.

Self Study Item 5—Institutional organization to
maintain compliance.
The committee reviewed a variety of documents such
as job descriptions of key personnel; coaches; and relevant institutional
committees that confirmed that YSU has organized itself to maintain compliance
with NCAA rules.
The committee was
satisfied that YSU is organized itself to maintain compliance.
Next meeting
scheduled for Oct. 31 at 1:15 p.m. Agenda will begin with Self Study Item
6 and continue as far as time allows. |
