Governance and Commitment to Rules Compliance Subcommittee

Meeting Notes

 

Present: Tom Maraffa; Larry Hugenburg; Betty Jo Licata; Daryl Mincey; Katie Shea; Judy Richards; Tysa Egleton; Elaine Jacobs, ex-officio.

 

  • The committee considered the following items under Operating Principle 1.2 Rules Compliance.

 

    • Self Study Item 6—Rules compliance—personnel matters inside the athletic department

The committee reviewed an example of a coaches and administrative contract that shows that rules compliance is an athletic department expectation; a coaches evaluation that indicates that rules compliance is incorporated into the evaluation process; and a list of athletic department employees who attended NCAA regional rules seminars.

 

The committee discussed the materials and concluded that rules compliance is central to personnel matters inside the athletic department.

 

    • Self Study Item 7—Rules compliance—personnel matters for individuals outside the athletic department involved in rules compliance activities.

 

The committee reviewed the following—the Faculty Athletics Representative has rules compliance has part of his/her position description and regularly attends NCAA Regional Rules Seminars; the Faculty Athletic Representative sits on the Athletic Eligibility Committee; other members of the AEC or Office of Financial Aid attend NCAA rules seminars as budgets permit; the Executive Director of Athletics, as Executive Director of the booster organization oversees conduct of the group as to rules compliance; and the Associate Director of Athletics regularly attends booster groups meetings.

 

Based on this information the committee was satisfied that YSU ensures the rules compliance is central to personnel matters for those outside the athletic department who are involved in rules compliance activities.

 

 Self Study Item 8—Policies and procedures that include assignment of specific responsibilities for rules compliance.

 

The committee reviewed the Operations Manual; the Compliance Manual; and the Camps and Clinics Manual for indication of policies and procedures for rules compliance for initial eligibility; continuing eligibility; transfer eligibility; financial aid administration; recruiting; camps and clinics; investigation and self-reporting of violations; rules education; extra benefits; playing and practice sessions; and student athlete employment.

 

Based on review of these manuals the committee concluded that YSU has written policies and procedures that assign specific responsibility for rules compliance in each of these activities.

 

 Self Study Item 9—Describe the institutions rules education effort for individuals associated with the athletics department.

 

The committee reviewed elements of the previous self study items related to rules compliance education.  In addition it examined the Penguin Club newsletter; the Scholarship/Ring Dinner Program; the Athletic Dept Web site; and Student Athlete Council Minutes for further indication of rules compliance education.  The committee was also informed of the various meetings that student athletes must attend related to rules compliance education.

 

 Self Study Item 10 and 11—Rules compliance evaluation

 

The committee reviewed the external rules compliance evaluation conducted by Stephanie Jarvis, Assistant Commissioner of the Horizon League.  The committee was satisfied that Ms. Jarvis has no connection to YSU and that her evaluation covered the required areas. 

Next meeting originally scheduled for November 21, 2005 at 1:15 in the President’s Conference Room. It was rescheduled for November 28, 2005 at 1:15 in the Manchester Room, Tod Hall.
